Chapter describes history of development of town hall. As participating architects in a closed competition design are invited: Ir. J. B. Baron van Asbeck, J. J. Hornstra, Ir. J. Kruger, Ir. J. A. van der Laan and C. M. van Moorsel. On the jury were G. Friedhoff, M.J. Granpré Molière and J. Luthmann. The City Council agreed in January to Van der Laan's design proposed by the advisory committee in December. It is not until January 1961 that Van der Laan comes up with a second sketch design, which is completely different from his winning 1956 design. In November 1961, he comes up with a final design. Due to changed politics, this design did not go through.
