The first proposals for the urbanization of the Alexanderpolder are drawn not by the municipal government but by Opbouw, a group of CIAM-affiliated designers, including Lotte Stam-Beese (chief architect and urban planner at the municipality of Rotterdam) and Jaap Bakema. Lotte Stam-Beese suggested piling the roads and combining them with the foundations of very large differentiated residential buildings in which city and building are totally fused. They are known as vertical residential neighborhoods or mammoths and will recur regularly in the work of Lotte Stam-Beese, on a large scale in the structural plans for Alexanderpolder, on a smaller scale in the designs for the neighborhoods Het lage Land and Ommoord.
