In response to the proposed amendment to Title 1, Book 7 of the New Civil Code on purchase and exchange, the consumer organizations Consumentenbond, Konsumenten Kontakt and the Vereniging Eigen Huis have issued an opinion on the desirable legal rules, particularly with a view to the legal position of private buyers and sellers. The ROZ has tested their judgment against practice and believes that consumers are best served by a clear distinction between rules for new construction and for existing construction.
