Presentation of the social significance of land policy, the necessity of land policy and its relations with other policy fields. After an account of the history of The Hague land policy between 1905 and 1975, a description of the elements of land policy and the market position of municipalities follows. With respect to The Hague land market, some conclusions follow. In detail, the acquisition of land and real estate for urban renewal and housing improvement and the instruments used for this purpose, such as expropriation and the right of first refusal, as well as the issues surrounding the reissue of leasehold rights are discussed.
