For the housing market areas of The Hague, Leiden, Gouda and Alphen aan den Rijn, the possible effects of the 1985 quota determination have been examined using a moving chain analysis. The main results are: 1. the established quota deviates in all regions from the questionnaires submitted by the municipalities. Fewer housing units were awarded than requested. Relatively the least has been provided in applications for houses in the social sector, relatively the most in applications for houses for sale; 2. the number of removals as a result of the quota allocation differs per region. In The Hague the average length of the removals chain is 2.38 (longest) and in Alphen 2.24 (shortest); 3. in all regions, new construction provides relatively more for people moving on and immigrants than for first-time buyers.
