As a result of recurring problems experienced by residents with regard to maintenance, heating and service costs, and quality defects in new construction, research was conducted into: the nature of the bottlenecks in the relationship between the residents, the permitted institutions and the municipal housing company; the possibilities of making the overall organizational structure of the housing corporations accessible to residents; and the possibilities of improving management. A survey of residents' organizations was used for this purpose, from which conclusions are drawn about bottlenecks around maintenance, decision-making, the financial-economic management of the corporations and the municipal housing company, and the position of residents' groups vis-à-vis the corporations. Recommendations include a service charge plan, a rental plan to minimize housing costs and a maintenance plan.
