ADL clusters in Utrecht, Purmerend and Nijmegen were chosen to investigate how effective the policy is with regard to creating the best possible living situations for disabled people who want to live independently. Examined are: the functioning of the clusters, the regulations, the financing and the position of the Fokus foundation. Arrangements and procedures can be improved on some points, and for the financing of ADL assistance an arrangement should be made that ensures the continued existence of ADL living.
