eCulture; from i to e : opinion on the digitization of culture and implications on cultural policy
Just a few years ago it was called "ict and culture" when policy notes talked about digitization or new media in the arts and culture sector. The 2002 request for advice from the Secretary of State for Culture uses the term eCulture. This is no coincidence. It implies a need for a new kind of policy. The Council endorses this. Indeed, in the vision of the Council it is essential that developments around ICT and digital media within cultural policy are placed in a broad and integral perspective. eCulture is not "something with computers. The cultural implications of digitization extend far beyond the instrumental use of the technical possibilities. eCulture is about a new, digital dimension, a hitherto unthought-of medium to which existing culture must relate and in which new culture is generated.
and in which new culture is generated. But eCulture is also more than a new medium. Thanks to digital technology and the Internet, other forms of expression are becoming possible, the role of cultural institutions is changing, and the audience and user are becoming increasingly central. -inl.-
