The Dam Issue
According to Kramer, the Dam had to regain the typical character of a square in front of a palace. Therefore, he designed a "Dam Plateau" in front of the Palace that was closed to cars. Traffic was directed around the Palace and along the Damrak-Rokin. Behind it, a café-restaurant was to rise, surrounded by trees.
