In this article, Citroen describes his design for the Council House in Surabaya. First, he explains the long period leading up to the final construction of the Town Hall, the first design of which was made as early as 1916. Then the architect gives a description of the layout of the building and a brief structural description. It is again emphasized that the completed building is part of the larger Council House complex. What is now main facade would be courtyard facade in this plan. The plan never fully came to fruition.
