Scheffer as president of the International Federation of Public Housing and Urbanism, succeeding Sir George Pepler.< br> Ir Scheffer is a member of the executive committee of the Dutch institute for public housing and urbanism. From 1928 to 1952 he was head of the urban development and expansion department at Amsterdam; due to reaching retirement age he left the municipal service this year.
