Educated at Regent street Polytecnic. Before the war worked at Tectonic and others. After the war for about ten years at Architectural Review. Urban planning consultant for Ford Foundation, and for several English municipalities, including Liverpool and Petersborough. From 1985 own firm (with David Rice): Cullen & Rice.
1972: Honorary fellowship of the RIBA.
1976: AIA gold medal
