Brief biographical sketch of F. van Klingeren (1919-1999) The designs of Frank van Klingeren (1919-1999) had the well-being of people as their starting point, an angle sometimes described as the humanist vision of architecture. His architecture focused on encounters. By bringing together multiple functions of buildings under one roof, the architect hoped to create meeting places. Among his best-known and most typical projects are De Meerpaal in Dronten (1967), Het Karregat in Eindhoven (1973) and various youth hostels in places such as Noordwijk and The Hague. De Meerpaal in Dronten was originally a design with the name Agora conceived for De Bilt. Planning Office Building-es-what-others In May 1975, "Het Parool" published a drawing of a hotel to be built on the site of Paradiso and the prison, today's Max Euweplein. A large-scale development was planned for this site. Immediately, opponents sprang into action. Because the plan for the hotel was an initiative of Nicolaas Bouwes, they called themselves "Planbureau Bouw-es-what-others. This planning bureau tried to convince city council members and develop its own alternative. Frank van Klingeren was one of the seven architects asked by the planning bureau to develop an alternative. Competition to expand the Lower House In 1977, a competition was held for the expansion of the Lower House. 113 entries followed, of which 111 were considered for evaluation. Frank van Klingeren was one of the nine members of the jury. Since the jury led by chairman Wim Quist did not find any of the work satisfactory, the contest was dissolved.
