H.E. (Riek) Bakker (Amsterdam, November 11, 1944) is a Dutch urban planner. Her best-known projects include the Kop van Zuid in Rotterdam and Leidsche Rijn in Utrecht. Career Bakker grew up in Meppel and began her career at Bureau Zandvoort. In 1977 she founded a bureau for garden and landscape architecture with colleague Ank Bleeker. In 1984 she won the competition Parc de la Vilette in Paris. From 1986 to 1991 she was Director of Urban Development for the municipality of Rotterdam. Then from 1991 to 1993 she was director of the Rotterdam Department of Urban Planning and Housing. In 1994 Riek Bakker co-founded BVR (Bakker and Van Rijs), a consultancy firm for urban development, landscape and infrastructure, where she was director until 2007. From 1997 to 2001 she was professor of urban planning at Eindhoven University of Technology. In 2004 she founded Riek Bakker Advies from which she continues to manage her projects to this day. In June 2010 Riek Bakker was appointed by the Ministry of Economic Affairs as Procurement Ambassador. In this role she will actively bring the importance of good procurement to the attention of government administrators. On the occasion of King's Day 2015, Prof. H.E. Bakker was appointed Knight of the Order of the Dutch Lion. She won the Rotterdam-Maaskant Prize in 1994 and the Aletta Jacobs Prize in 2006.
