Staal gives a treatise on the house in the different style periods and the influence of social changes on new requirements for house construction according to the 1902 Housing Act. Staal gives the course of the development of the housing law in the last 50 years and he gives the characteristics of housing construction and the differences between Rotterdam and Amsterdam. Staal gives the names of the different counterparts in housing architecture. De Bazel and Dudok in Hilversum, Van Loghem in Haarlem, Vorkink in Velsen and Hilversum, De Klerk, Kramer, Van de Hey, Wijdeveld, Rutgers and J.F. Staal in Amsterdam; Oud and Brinkman in Rotterdam. Staal describes what makes him despondent: the row of houses, the hideous furnishings, the painter. According to Staal, the architects and the government are failing to structure housing. Staal discusses the west expansion plan for Amsterdam. After the war, Van Tijen and Merkelbach jump into the breach for housing and urban planning for housing can develop. Staal describes the achievements of the development of urban planning in the years after the Housing Act. According to him, in 50 years of the Housing Act, the Netherlands has made a great achievement in the art of housing. Staal gives some examples.
